That's not safe. Someone could easily get offended. "Why won't you guess my age? Too good for me?" "I bet if you thought I looked young you'd guess it." "That guy is so stiff, he didn't even have the guts to guess my age" etc.
Silence won't work either... Of course in this case it was a stranger so it doesn't matter.

Rude would have been returning the b-word compliment and telling her she was trying to be nice. She really looks 45.
