Cancelling tentative plans?

It doesn't even sound like you have firm plans anyway.  "Call and we will get together" is not my definition of a real invitation or a real acceptanace of one. 

Any guy who insists that you go to his place for the first meet up and pushes you about it is a guy to run from.  Even the "safe" guys totally understand that most girls are going to want to meet in public.  If he can't understand that, move on. 

There are multiple other red flags that I see but this one's a big enough dealbreaker so I'll leave the rest alone.

He sounds clueless at best and possibly worse.  Just not calling seems rude, and opens the door for more communication, so I'd go with Surianne's wording or yours and just make a clean break of it. 

Nothing you posted suggests a reason to date him, is there something else that makes him interesting to you?
