Same here.  Not being friendly to a creepy neighbor is not grounds for eviction, so I don't see how he can get you in trouble with the super.  If you feel you need to, though, go to the super and tell him you get creepy vibes from this guy and it seems like he's more attentive to you than he should be and you're wondering if he's had any complaints about this guy from anyone else.  Put the bug in his ear.

jayhawk:
If Jay really is the super's helper, i'd be concerned that Jay could have access to your apartment. If that is the case, i think you should tell the super what is going on and also IN NO WAY EVER is Jay to be in your apt., even with the super. Put it in writing, too.

BeagleMommy:
Trust your instincts.   This guy is setting of your creep meter for a reason.  Mention the stairway incident to the super and document.  If you pass Jay you are not obligated to say anything to him.

JenJay:
I'd completely ignore him (including avoiding being alone with him) but still be as friendly as I've always been to everyone else. I'd also approach the Super and request that Jay not assist him on any work that may arise in my apartment. If he asks you can explain that Jay has been rude and verbally hostile to you and that it isn't a problem in general, but you do not want him in your home.

This.  And part of the bug in the super's ear should be this:

Most of all, trust your instincts and be careful.  Jay = Creepy Creeperson, the creepiest creep in creeptown.

ETA:  OP, P.S.  Who were the other two people who struck you as off? You said there were three.  Were they relevant to the story at all?
