I'm glad you said this.   One of the biggest frustrations managers have is that so often we know that staff are blaming us for things, when there are very, very good reasons that they aren't aware of or which aren't appropriate to share with them.   A good manager has to be the "bad guy" sometimes.  So withholding information is sometimes a necessary part of the job.

However in this case it sounds as though the way she's managed it has been very counter-productive.  There's no reason - that I can think of - why she couldn't send the announcement that he was going to be out of the office!!   By not communicating with the staff she's allowed resentment to fester and actually undermined her own role by letting you all think that he was flouting authority and doing whatever he wanted.   It's such a tiny little thing that has huge impact on the staff.   It's funny how much these things matter.  I'm at a company that is very short-staffed and insanely busy, there are a LOT of frustrations - but because my boss is awesome I love it here so much.   My last company was insanely cool (free breakfast and lunch everyday, gorgeous offices, lots of perks, reasonable workload, close to home etc) but the boss was so useless I was miserable.    So I wish you nothing but the best of bosses for the future!!
