BF wont stop calling me on vacation

International calls are still usually charged at a per-minute premium unless your cellphone plan was set up to include them.

That hasn't been my experience.  I haven't had a home phone in over a decade and have had plenty of calls from London, Sweden, Canada, and South Africa.  I don't get charged unless I initiated the call.  And even then, if I use a calling card I'm only charged the normal minute rate.
