Should I speak directly with my landlord about this?

TealDragon:
My neighbors across the street play loud music constantly. They aren't having parties, they just play loud thump-thump music all day and all night pretty much every day while they work on their car in the garage and even leave it on when they aren't home. From my house, with all door and windows shut, the television and air conditioning on, I can still hear the music very clearly, especially the bass, which is unfortunately a sound that, in excess, is a major migraine trigger for me. I also hate having to spend the money on a/c instead of being able to open a window and get some fresh air in the summer. Every night for the last month, I've had a terrible migraine from this sound. I'm getting really fed up with it and I'm not able to get anything done or enjoy anything in or out of doors because of it.

I am hesitant to ask the neighbors to keep it down. The man who lives there is constantly outside screaming into his cell phone and swearing and making threats at people and I've heard him screaming at his wife and berating her and saying the most horrible things to her. He is involved with drugs; he's invited DF and I over to partake in drug use with him and mentioned selling us drugs. He just has a scary look to him, and whenever I'm outside when he is, I get a very uncomfortable feeling from the way he looks at me or occasionally tries to speak to me.

I'm pretty sure his house is owned by my landlord, but I am not 100% sure. Would it be inappropriate for me to call my landlord and ask him to ask this guy to keep it down?

Sapphire:
I wouldn't have thought your landlord could do much about it, and, to be honest, if these people are as scary as you say, I can't imagine they would take much notice.

I would suggest you keep records and call the police every time they are being a nuisance. I live in the UK, and here you can call the Environmental Health department 24/7 and they have a lot of powers ( they can seize music equipment, for example); do you have anything similar where you live?

Good luck finding a solution - noisy neighbours can be miserable

doodlemor:
I think that it would be more appropriate to call the police.  I'm assuming that you have other neighbors.  Call the police really late when other people are home, and he won't know who complained.  Leave your lights off and call in the dark.  [I'm experienced at this.]

The police may already know/suspect that he is into drugs, and would be happy to have a reason to call at the residence.

TootsNYC:
You can certainly mention to them any info about drugs that you have directly experienced, such as the invitation.

Easy to find out: check property records at county auditor web site, or ASK your landlord.

Agree with others about calling police.  Neighbor won't be happy about that either . . . I'd try to talk to them (neighbors) directly first, though.  Police and neighr will point you that you never tried to resolve.
