Building sandcastles in the middle of a crowd?

Just got back from the airshow in Chicago and the downtown beaches were, of course packed. The planes fly up and down the beach over the lake. Spectacular show!
Wall to wall people as expected with all of their picnicking gear, chairs, blankets, etc...ok. The giant tents and marquees...pushing it. The grown man with the shovel digging a huge moat from the water and about 10 x 10 feet square...IMO rude...AND his chairs and other gear...outside the moat.

I see two possibilities here. One is that he was building a big flat for his stuff and hadn't moved it in yet, and I don't see that as rude since he's just laying out a barrier and ten by ten isn't a lot for a single group on a beach. The other is building something big other than his own site, and that would be rude since it's taking up a lot of space for one group. On a less packed beach, again not rude because space isn't at such a premium.

Because this was a grown man, my guess is that he wasn't just building this thing for fun, but that he intended to put all of his chairs and stuff in it when he was done or so kids could play in it. Neither one is particularly rude, in my opinion. (I'm assuming that if it is the latter, he'd be letting more than just one or two kids play in it. I'd rather someone keep their kids sequestered in a small space than have kids running around. Excited kids aren't great at the whole "not kicking sand or stepping on other people's blankets" thing.

No, this was a big project he was "working on". No small kids in sight and he was still working on it long after the air show had started. Beach was absolutely packed as far as the eye could see in all directions.

Maybe he was commissioned to actually be working on a big project, like a sand sculpture or something?
I have to admit, that was my very first thought - rhat a grown man alone on a crowded beach setting up a moat around a large square of sand would most likely be setting up to build an elaborate sand sculpture, possibly one commissioned by the airshow. Of course, I wasn't there, so that's just speculation.
Did you happen to be able to see the area later in the day?
