Oh my gosh, a legit stakeout. I love you, OP. I just laughed out loud and startled my cat. Stressful time here, and this was a great stress-reliever. I can just imagine you now, trench coat and hat, slouched in the shadows with your binoculars and notebook. (Ok, ok, I can dream.) Let's hope management has had a chat with the guy about his behavior and it'll stop. It wasn't truly harmful, but it was annoying and, apparently technically illegal also. On the other hand, I do think it's a bit amusing that he found a way to solve some problem in his life (can't smoke/drink in the house) by setting up a folding chair and camping out in the parking garage. Human ingenuity...
