People still have car alarms? Wow. I thought those went out in 1987.

When I bought my car in 2001, it came with a car alarm as standard equipment. It's a passive alarm, in that I don't do anything to activate it. It turns on when I lock the car. It takes a pretty sturdy bump to activate it, or someone trying to open a locked door. The only time it's gone off, to my knowledge, was when it was parked on the street and my neighbor backed into it while trying to park behind it.

I get an insurance discount because of it, so it's worth it in my book.

If the sensitivity of my car alarm needed adjusting, I'd have to take it to the dealership, as there are no instructions at all on how to deal with it, other than how to turn the alarm off.

I know of several peopel who have bought newer cars that have alarms, so obviously they didn't go out in 1987.

I don't think most of us expect to come across sarcasm on an etiquette forum.

I just thought it was a harmless joke.

I'd check with management in his complex first, as the car may have violated their parking rules already.  Also, check local noise ordinances if it's always pre-dawn.

I like the idea of going through his management, or your management to his management, first. Some people are comfortable leaving notes, but personally I'm not. I wouldn't want a stranger to have my contact info in concert with a complaint, just in case. And, I think leaving an anonymous note is generally pointless, unless he's a decent person who's simply, utterly clueless (which may be).

It was none of the above. It was honest wonder that people choose to have car alarms still.

I doubt most people choose to have them.  I just bought a brand new car and it came with it.  I didn't have the option of not getting it. I believe most new cars come with them as standard features.  And they're not referred to as car alarms.  They're anti-theft devices.  :)
