I suspect 'Devon cream' might be clotted cream- if not, extra-thick double cream might make a workable solution.

I used James Beard's persimmon bread recipe, substituting cinnamon for nutmeg.

Lovely!  I love high tea, and yes your menu sounds very traditonal and delightful.
