Can't use reply option

I am unable to use just the general reply option. The only option I am allowed to use right now is the quote option when I want to reply to someone's post. I hate having to use that unless I specifically have to because it just takes up unnecessary space. I don't see the reply option at all.

The Reply button is in the bar that's above the first post and below the bottom one.
