It's a technigue called "toenailing".  You'll be nailing the chair rail directly to the drywall but instead of hammering the nail in straight, put it in at an angle.  Do one pointed to the left, then another one close to it pointed to the left.  Preferably so they kind of criss-cross in the drywall.  You'll use more nails this way, put it acts as it's own anchor with the criss-crossing.

What I've done is to do one "pair" at the top, move down a foot and do another "pair" at the bottom...on so on.

Wallpaper border is strippable if you decide to change the decor.  I have some in my sewing room and more on a shelf for a bathroom (to be hung later - too cold to paint & such right now).

Perhaps two THIN half rounds of wood to either side of the wallpaper border (prepaint before putting up) - it would be lighter than the chair rail molding but would "look" more substantial due to the wallpaper border in the middle.

Wow, you guys are great!   :D  However, now I don't know what to do.  LOL  I've got all sorts of ideas running through my head and I need to go to the HW store and LOOK at what my options are. 

When my DH moved in, I made him a "Man Bathroom".  He loves to take baths for hours and read so I wanted him to have a man haven to retreat too.  I painted it and then "sponged" over a darker color with glaze and added fishing pics and black towels.  It turned out great so I'm thinking now I'll do the lower half of my room that way to give it some depth.  I still haven't decided on the chair rail yet although I do like the idea of "criss-crossing" the nails (thanks for that tip!).  We do have an ACE here so I'll go there first. 

I'll take progress pictures, I promise.  :)  It might take me a few weeks to decide though.  LOL
