Christmas Card question

This is my first year sending out cards.  I have the box and I'm ready to get started... but, who do I include/exclude from my list?

I have relatives that I haven't heard from in 10 years, are they going to be offended with their brother/sister (who keeps in contact) gets a card and they don't?  What about the ones I only see at family reunions?  Do I include family friends?

Also, I have a "friend" that sends me a card every year, except I only met him once and he got my address from a mutual friend.

Sorry for being a totally newbie on this.  My parents didn't send cards so I just don't know!

I send them to people I don't give gifts to, and people I want to.  The nice things about cards is that they are relatively inexpensive so I will often times send one to people I rarely talk to. Send them to who you want.  I wouldn't personally send one to someone you haven't heard from in 10 years.
