LOL! I would just have as good yuk with the neighbors over this one.
Here's a suggested Christmas design for this year's lights-

This also sounds like a good chance to boost the neighborhood spirits by forming parties to go caroling, Posada strolling,
set out luminaries on Christmas Eve,  have a latke feast, and engage in a neighborhood Holiday spirit contest

If you ever figure out who are the Grinches. I'd start a neighborhood fund to send them to North Korea for Christmas so they won't
be forced to endure any religious displays -- hint -- look for the yard with no displays!

How do you get those animated things on the right of the screen to stop? I couldn't listen to the cable guy because they were shouting, "Say somethin....say somethin..."   "What?  what?  what?"   :o
I've never knitted anything I could recognize when it was finished.  Actually, I've never finished anything, much to my family's relief.

Has anyone considered that you might be dealing with someone who wants MORE decorations and is pulling the old "reverse psychology" trick?  Maybe there is someone on the block who is wistful about the way the neighborhood used to have LOTS of decorations, and is now limited to a few scattered houses, and is trying to get people to out do their standard decorations.

Or it's a local store owner who ordered too many lawn figures.

PS- "blow up" = inflatable (not exploding)  I would totally love an exploding Santa... I might tramatize the neighbors' chiiiiiillllldreeen though. Shucks.
