There were different rules for different styles of accommodations? 

There were different rules depending on a lot of things. The apts were solely for upperclassmen with a certain academic standing. I guess they figure if they limit it only to the "good" kids they can trust us to plan our own free-time activities.

The dorms I was in freshman year were honor dorms only for honor students (freshman and sophs). Those dorms also had extra rules like completely substance free (no smoking, drinking, drugs even if it would otherwise be legal). But they also had extra benefits like a living room area and a kitchenette, as well as no curfew hours.

There were traditional freshman dorms (1 bathroom for 20 people) where you would get the traditional freshman experience.
Then there were the 4 people/ 2 bedrooms/1 bath semi-suite dorms where you didnt have to deal with sharing your space with 20 people but you still got a 'traditional' experience.
Most people moved off campus soph year unless they were one of the "chosen" with the certain academic standing to get into the really nice apts. There were other university apts but they werent very nice and they were across a busy street from the rest of campus. They were known as the "party" apartments.

That sounds complicated.  Around here, if you want to live in the apartment-style rez, you just pay extra for it......and make sure to sign up promptly, because it fills up FAST.  Oh, and one of the bog-style residences is 24-hour quiet, and the third floor of one of the "traditional" residences is girls only (for those who have religious restrictions against living on co-ed floors) but other than that, anyone can live anywhere they want, and the rules are the same across the board.....except the 24-hour quiet rez is, well, 24-hour quiet, and in my rez, we're allowed open-element appliances, since we have proper kitchens.

it sounds like the OP's RA really has no power to enforce anything - so the OP has no obligation to follow the RA's silly meeting rules.  Just ignore the parts you don't like, and the RA will have to retreat to only demanding things she can actually follow through on.

As for the toilet paper thing, if you repeatedly don't have toilet paper, contact the RA each time it's a problem (by email if possible, so there's a paper trail), and if she still won't do her job, find out what you have to do to go around her.  You can preface your email to the authorities with "I know it doesn't sound like much, but we've had no toilet paper for 6 of the last 12 weeks, and RA Soandso keeps saying she'll do something but hasn't done anything yet.  Is there a supply closet we can go to and get toilet paper ourselves when we're out?  This is very inconvenient."  I'm guessing there is no way for you guys to re-stock it on your own (without buying your own rolls), so that would force someone to sit down and have a talk with the RA about her refusal to do work.

I'm in no way advocating illegal activity of any sort ( I'm a teetotler, actually) but like you said, we're adults. If someone wants to make poor choices, all the cookies in the world won't stop them. It's a wonderful way to irritate the rest of us, however

BILLY:  Hey Johnny, Spike and I are going to go get drunk beyond all reason and have wanton, unprotected sex with random streetwalkers.  You should come with us, it'll be SWELL!!!

JOHNNY:  No thanks, Billy, I'm going to Cocoa and Cookies Night with Janie the R.A.

BILLY:  Cocoa and cookies?  Really?  Wow, why didn't you tell me, that sounds like much more fun than cheap beer and commitment-free sex with women who know every position imaginable!!!  Let's go!!!

(Billy and Johnny walk hand in hand towards the common room, where Janie and all the other residents are enthusiastically enjoying their cocoa and cookies and socializing amongst themselves).
