it sounds like the OP's RA really has no power to enforce anything - so the OP has no obligation to follow the RA's silly meeting rules. Just ignore the parts you don't like, and the RA will have to retreat to only demanding things she can actually follow through on.
As for the toilet paper thing, if you repeatedly don't have toilet paper, contact the RA each time it's a problem (by email if possible, so there's a paper trail), and if she still won't do her job, find out what you have to do to go around her. You can preface your email to the authorities with "I know it doesn't sound like much, but we've had no toilet paper for 6 of the last 12 weeks, and RA Soandso keeps saying she'll do something but hasn't done anything yet. Is there a supply closet we can go to and get toilet paper ourselves when we're out? This is very inconvenient." I'm guessing there is no way for you guys to re-stock it on your own (without buying your own rolls), so that would force someone to sit down and have a talk with the RA about her refusal to do work.
