If you don't mind hassling with 16 short calls (or you can do personal emails) I'd go with calling each one individually and saying "We were thinking of getting together for this and that purpose at this and that place. Interested? Wonderful! I'll be sending the info out later this week with the menu and the prices." That really doesn't sound like a hosted meal at all.
Then the printouts you send out are just info leaflets (with menu attached) and that way you don't miss giving out any information and no one will be confused.
