The SS with the laundry room sounds like a piece of work to me.  I know in my building that we have 1 washer and 1 dryer per building that has 6 apartments each.  At least at this time, I do not have to go down there as I go to my parents' place to do my weekly laundry as they have a larger machine in exchange for me driving my mother to and from a Bible study class & a few yard sales.  I think they need a lock on the washer like laundry mats do that prevent people from opening the door once the cycle is started and will not allow opening til its completely done.

Another SS smoker. Standing right next to bus this time. He asked the driver when he would be going and the driver said basically now. SS said "Wait for me tofinish my cigarette!" The driver shut his doors and went. Well, the leaving time was displayed on the real time clock right next to the bus stop...

My SS neighbour struck again.

BG: About six months ago I came home to find the large blue cement planter I keep outside my door had been dragged across the hallway to my neighbours door and filled with her plants. I put a nice note on it saying the planter did not have plants in it at present, but it had sentimental value and I would like it returned, however I was happy to give her a few days to get new planters and transfer her plants so nothing wilted or died. The planter was returned to its spot two days later without comment. End BG

The balcony outside my front door is a communal space that all the tenants on that floor use to access the stairwell so I am very conscious of not cluttering it up with objects so the path is clear and free of obstructions. The tenant one floor down has created a small outdoor garden on her balcony, and while it is very beautiful it can be a challenge to safely negotiate by if you are carrying shopping bags or the like.

All I have on my balcony are the aforesaid planter pot, a small outdoor table and a pedestal candle holder containing a citronella candle which I light on warm nights if I'm out on the balcony. All these items fit into the corner of the balcony beside my front door, well out of everyone's way.

Yesterday I came home to find that the candle holder had been dragged out of its spot behind the table in the corner and planted in the centre of my doormat with a snippy note on it saying that my neighbour didn't want the candleholder out on the balcony because she didn't like it, she didn't think it was pretty and she didn't think she should have to look at it when she opened her front door.

As it's now coming into winter and I won't be using the candle I moved it inside since it was hardly the hill to die on, but I was sorely tempted to reply that I don't think her setting up her clothes horse in the middle of the balcony and drying her socks and undies on it was particularly attractive nor did it enhance the view from my front door, but coming down to her level wasn't going to improve things for anyone so I bit my tongue.

When summer comes I'll put it out again, in the meantime I hope she enjoys her improved view...

JadeAngel, a call to the local Fire Marshal will solve the outdoor garden problem, since blocking a stairwell is dangerous.  For the candle holder, the best I can suggest is buying brackets and attaching it to the porch so that your neighbor can't easily make it disappear.
