I am looking at these clothes!

I was at Target today just glancing at the clothes on sale. They have these short racks with clothes on either side. I was looking and moved my cart to the side because there wasn't much room. Two things left me scratching my head.
1) There was a woman looking at one of the racks and I approached it. The woman turns around and says very loudly, "I am looking at these clothes". Implying I couldn't look at any on the rack because she had dibs on them I guess ??? I just went to the next one over.
2) She walks away and as she does she pulls a sweater out of my cart to look at it. She then puts it back in the cart and walks away. I was to oshocked to say anything.
Okay so I can't look at the stuff on the rack she is standing near but she can take stuff out of my cart to look at??? How does that work in her head?

ok wow, obviously this woman is insane. I go to target constantly and there are always people around the sale rack. It's very animal like to put dibs on things and unbelievably rude to pull anything out of your cart b/c you had "dibs" on it. I would have very loudly said "excuse me, can I help you?" because apparently she has issues....
