I'd say to encourage your sis to definitely apply for foodstamps. It sounds like they may qualify, of course you do need a permanant address and an RV in a parking lot won't do it but maybe help her apply and use your address (with approval of the FS office) since she won't have one.

I agree with all of your post, except this. I would absolutely NOT allow them to use my address if it were me. Who knows what else they might use the address for, especially Scammer? No no no. That is asking for trouble IMO...
