That is just bizarre, and it sounds like this woman had a lot of anger and negative issues with men. I definitely think that the men should of known what was happening, but I don't know how one would do that. They probably didn't even know that there was an office below them. Not only that, but I'm sure that the office workers didn't really enjoy looking up and seeing a guy's package hanging out of his underwear. Ewww!! You would think that all men would realize that they need to wear more concealing underwear. Of course, some men aren't as aware of modesty issues as women are, so maybe they just don't care.

Maybe someone should put something like that in the window.  Or cover it with a Christmas decoration or something.  Maybe if the guys are aware that there is something in the window, they might realize that people can see them.

It may very well be tacky and vengeful, but I'd be more likely to call it weird, creepy voyeurism.   I would also describe it as bitter and unprofessional.  Oh, and hypocritical --  unless she wouldn't mind some guy looking up her skirt and justifying it by saying "That is for all the men who hang out at the gym and have had women in the office below look up their shorts."

I used to work in the office of a non profit organizations (think Village People).

We had a basement level office, which meant we had to look up, to look out.

At lunch time, we would get a bunch of runners, who would stand on the sidewalk and put a foot on the window ledge in order to stretch or warm up, whatever runners do.

My female boss (a corporate type) would actually go (and encourage others)  look up the running shorts of these gentlemen.   When I mentioned that this was not a decent thing to do, she said she was getting revenge on every man who ever did similar things to women.

I found this to be disrespectful, not only to the guys, but to any husbands, boyfriends, etc of the "viewers". And incredibly self demeaning.  Not to mention, it reeks of unprofessionalism. 

End of rant.

Oh would it not burn her boat if every time she "told" you to come to the window to "view" these men you rapped on the window and waved at them.  Or just rapped on the window and walk away, leaving her standing at the window.

After all she wants to watch these men, they might as well watch her back.
