Sorry if I was unclear.  The pastoral counselor that "shirt-collared me " out of a meeting did so in a verbal way.  That was a figure of speech, (but I felt it was urgent, and so did she) it wasn't physical. 

She pretty much just tugged on my sleeve and said--"I think you need to see what's going on outside."

I addresed it, it steamrolled, and culminated today with myself, and two other people in the CEO's office for several hours.

It boils down to an issue of trust.

I was talked to about going to the wrong person, when I felt that the "right" person to go to would not handle the situation.  It turns out that when I tried to resolve things appropriately when the same thing happened two years ago, I was talked to again because upper mamgement had no knowledge.

It's very strange, and I feel like I did the right thing, because, even though my risk manager is new, he has more sense in his head than many people whom I have no voice or power to change their minds, have in their bodies.

I am glad that your pastoral counselor did not assault you.  However, there is no excuse for how your employers are treating you.  They are finding ways to blame you - the victim- for their inaction.  I hope you are documenting everything including this meeting and you might still consider consulting an attorney if possible.

I sense somehow that we're missing an integral part of the story.  Surely people who work in this sort of facility know the rules as well as you do, and since there were others on the tape, they would know they were compromising everyone's safety?  Also, did this person just corral the patients and put the video on during his shift, was there no other employee around to stop him from showing it?

 She moved onto to a local radio DJ. The whole thing was scary and just another reason that we have an unlisted number in my maiden name.

I've been the stalked radio DJ. My radio stalker was a weirdo of the highest order.
