I know the feeling. Mr. Thipu was a government employee. Although the service for which he worked generated a substantial profit for the state, it was always under great pressure to cut back. The annual picnic had to go.
It didn't help that the directors of the service were appointed by the Governor so top management changed every four years.
I think it's also unfortunate that many of the fifth estate sometimes jump the gun and accuse government workers of not doing things properly, when the real problem is that the reporter doesn't understand what it is that is being done. (I mentioned earlier about the TV station that gave a scathing denunciation of a government department that had come to a neighborhood, opened the fire hydrant and left, leaving the water gushing. Turns out there had been a pressure buildup in the water system, and this was the only option for relieving it until repairs could be made.)
A few years back a man walked into an elementary school in my district. He wanted to volunteer - an specifically mentioned he wanted to work with student John Smith. Secretary hears alarm bells. She gave him the paper work, excused herself and called John Smith's parents.
The "volunteer" had just gotten out of jail for abusing John Smith. Secretary called the cops tried to delay "volunteer". He got spooked and left.
Admin was told. They sent out a warning with a description. Volunteer heads to another school with another former victim. Secretary there tries to delay him while the cops were called - but this is a different department in a different city. He gets spooked and leaves. The cops give Admin mug shots and are out looking for him. HE shows up at a third school - this one in the county. Sheriff's department has been notified. Secretary does the delay thing. He gets spooked. The three departments + state cops start covering the next set of schools going out from the three schools he showed up at. THey catch him, his parole is revoked, new charges filed and he goes back to school.

The cops said the 1st school did the right thing, and had ordered the other schools to have him fill out paper work to 1 delay him, 2 get fingerprints to prove he had been in the school - which is illegal due to his status as an offender. Also we were all on a modified lock down. (kids escorted from place to place interior doors locked, but class continued instead of being flat on floor.) Cops were basically compared to Keystone cops, when 4 different agencies and cooperated and worked together. There was no scandal so they had to make one up.
