It seems that she acted a little SS-y when she used the handicapped spot (although I do give her props for checking with the police officer to see if it was okay).

The cop most likely assumed she was a legitimate holder of a handicapped permit.  She most likely asked if the space was open for use.

I don't think many cops would allow an ineligible driver to use a space intended for handicapped people.

I agree -- not everyone with a handicapped tag is visibly handicapped.
