I also don't understand what the poll and the choices mean.

I don't think that teachers should be the ones to teach shoe tying. At some point parents have to teach their children the basics, not everything can be left to the teachers to sort out. Especially when these unnecessary things start to eat up time for what the child actually should be learning at school.
At school children will learn things such as English, math, how to socialise with other students while at home they should be learning how to dress themselves, brush their teeth, shoe tying etc. I don't think the basics of 'taking care of oneself' is part of education. 

I also couldn't tie my shoes until about 7-8, but it had nothing to do with lack of people trying to teach me.  :-[
